This speech discusses the role of distribution system operators (DSOs) and transactive energy for managing the market variability in electric power systems. DSO is a new level of control in electricity markets which acts as a balancing authority between the ISO’s bulk power market and retail customer operations. From the ISO’s perspective, a DSO offers controllable loads to the ISO’s market with sufficient flexibility, which is critical for the proliferation of wind and solar energy in power systems. DSO can bundle together the transactive energy represented by aggregator demand response operations, microgrids, and variable energy resources. The DSO’s market participants submit bids and offers to DSO for load curtailment and trading the transactive energy, and the DSO clears its market by maximizing the total social welfare which is subject to supply-demand balance and individual bidders’ inter-temporal operation constraints. The proposed DSO’s clearing model can be integrated into the ISO’s day-ahead scheduling in electricity markets. The market simulation of the stochastic day-ahead scheduling incorporates random outages of system components and forecast errors for hourly renewable generation and loads. Accordingly, a two-stage sequential market clearing framework is considered in electricity markets in which the ISO’s stochastic day-ahead scheduling is cleared first for calculating the expected LMPs and the DSO’s market is cleared successively using the expected LMPs. The iterative process will continue between DSOs and the ISO until the two markets reach an equilibrium point. Numerical tests will be offered in this presentation to demonstrate the benefits of utilizing the DSO’s model for customer market participation in the ISO’s day-ahead market scheduling when considering the variability of transactive energy in power system operations.

Dr. Mohammad Shahidehpour is a University Distinguished Professor, Bodine Chair Professor, and Director of the Robert W. Galvin Center for Electricity Innovation at Illinois Institute of Technology (IIT). He has also been the Principal Investigator of several research grants on power system operation and control. His project on Perfect Power Systems has converted the entire IIT Campus to an islandable microgrid. His CSMART (Center for Smart Grid Applications, Research, and Technology) at IIT has promoted the smart grid cybersecurity research for managing the resilience of wireless networked communication and control systems in smart cities. His SPIKE initiative facilitated the design and the implementation of affordable microgrids in impoverished nations. He is the 2009 recipient of the honorary doctorate from the Polytechnic University of Bucharest. Dr. Shahidehpour was the recipient of the IEEE Burke Hayes Award for his research on hydrokinetics, IEEE/PES Outstanding Power Engineering Educator Award, IEEE/PES Douglas M. Staszesky Distribution Automation Award, and the Edison Electric Institute’s Power Engineering Educator Award. He has co-authored 6 books and 500 technical papers on electric power system operation and planning, and served as the founding Editor-in-Chief of the IEEE Transactions on Smart Grid. He is a Fellow of IEEE, Fellow of the American Association for the Advancement of Science (AAAS), and a member of the US National Academy of Engineering.
